Having dealt with problems getting permits by both the capitol and the city, we need to ask now to ensure that we will be given a location close to the action. Turning back the permit applications can be seen as a way of "putting people off" until the protest pen locations are decided. By then, it will be too late to push for a better location because "all of the logistics have been decided--you should have come to us earlier." At this point, the ACLU should get involved. They've been wanting to take on this permitting process for some time--here's their chance.

St. Paul returns applications

This isn't a big deal. The city has a basic rules on when you can turn in a protest application. These rules are for everyone. It doesn't matter if you are a Republican or a Democrat, the same rules apply for all events. If everyone would just stay patient, you'll get your applications approved in the proper time alloted by the city. The city is run by Democrats. They're on your side. If something goes wrong with the applications, it's pretty clear that it's well documented who and how many wanted to protest. If people aren't allowed to protest, it would be a good thing because it would turn more attention toward the Republicans and how they denied people the right to protest.
